The setting for Shadowrun seems like something you would like. Sufficently large corps have Arcologies, areas where they are literally the local government; most areas have a separate (but highly corrupt) gov. taking care of coordination problems; private security paid extremely well by megacorps but much of it in the form of benefits; merc.s are expected to defect but they expect their handlers to too; etc.
