Honestly I was just complaining about the latter thing. The tradeoff with battery life, part replace-ability, and number of ports isn’t worth it IMO.

To add on here for @jeromeg-41: Starvation leads to civil war and mass migration. Mass migration leads to exceeding the assimilatory abilities of the nation (because you can’t actually get the full political will for exclusion). That leads to trouble, as Europe is learning with child brides in Sweden and truck attacks in Germany.

It is absolutely vital that the technology-advancing capabilities of the developed nations be maintained in order to avoid civilizational collapse due to resource shortages. To that end, plus the avoiding the costs of policing and so on, a few million or tens of millions of dollars to develop a better rice or suitable alternative crop would be a justified investment. It’s better than food aid, too, as it merely preserves the existing farming capabilities of those nations rather than artificially increasing the population above what the economy there can support. Instead it increases/maintains what their economy can support.
