Hmn… hmn… Gee I wonder what the effect of saying culture isn’t responsible at all might be, if we say that ideas and practices don’t alter behavior, and yet differences in outcomes persist. I mean, culture might change, if we actually bothered to change it, but you can’t change someone’s race. Not yet, anyway.
