No, because the third world is at greater risk of damage due to higher birthrates and lower per-capita GDP. Instead, the rhetoric will shift even more towards mass immigration.
well to be fair, moving to the first world is a great way to cut down fertility rates
For individuals. If more are being created than can enter, then this strategy doesn’t work. They need local economic development, among other things.
