well, police not necessarily a violent gang, but where they are that itself undermines the whole stopping crime thing. if law is just crime for rich people, who cares about breaking it? so police being cruddy could contribute to crime even we don’t count it as crime directly. lots of forces to balance here, some of them cultural.

FWIW, I think my wage subsidy program idea would make a dent because it keeps people busy in addition to non-desperate and does not encourage bad behaviors (and could normalize good behaviors), but it would be necessary to test it to see if it works in practice.
